This smacks to me of a conversion-in -the-making to a camper or day-van... or even as use as a van for a courier or some such but without the trappings of a van, in that this has windows all round and 2 seats in the back as well.
The Peugeot has a ramp in the back that folds up and down for the chair accessibility, she doesnt have a winch but has the rails in the floor and the relevant strappings to secure the chair once in. You could easily get two wheelchairs in this vehicle actually without collapsing them.
